Target Framework should point to 4.5.
I had installed VS2013 and then when I opened vs2012 the 'Identity and Access' stopped appearing on the menu(right click project)

identity and access tool in cs 2013 is no longer exist. it is only available in 2012 and 2012 and maybe 2015 or 2017
